Peoria police seek man who took photograph under woman's dress

Peoria police seek help identifying a man who was seen taking photographs of a woman while she was shopping at a local clothing store.

The incident occurred at Target, 24890 N. Lake Pleasant Parkway, on March 6 at about 4 p.m.

Police obtained surveillance video showing a man taking photographs under a female victim’s full length dress while she was shopping inside the store.


According to police, the suspect entered and walked around the store appearing to have no intention of shopping. He was also seen walking through the children's clothing area. In the grocery area, a woman was with her two young children when the suspect knelt down and took a photograph under her dress. One child told her a man had put his phone underneath her dress.

The woman confronted the suspect, telling him she had called police and wanted the pictures. The man became "extremely nervous," and employees escorted him out of the store where he drove off in a vehicle before police arrived.

The suspect was described as a white male, between 20 and 30 years old, about 6 feet tall with a medium build and blue eyes. He was wearing a black fleece jacket, blue jeans and a black baseball hat. The suspect vehicle involved appears to be a 2010-2013 white Chevrolet Tahoe with 5-point chrome rims with black edges.
