Mobile home proposal moves forward in Glendale

A proposal to build 21 manufactured homes on 5.4 vacant acres at Bell Road and 67th Avenue is moving forward, despite some concerns from nearby residents.


Glendale Planning Commission recently approved a preliminary plat for Campana Trails, which now moves on to a final plat. The replat allows for the development of the 21 additional single-family homes within an existing manufactured home community.


"We have worked very closely with the city on this development as well as the neighborhood," said William Dougherty, the applicant. "We’ve complied with the city’s requirements to the full extent. We think truthfully we’ve done a pretty good job creating a tough property into a pretty one."


Five speakers, including Rafael Livneh spoke on the proposal.


Mr. Livneh asked if the new homes will be age-restricted because younger people will bring more noise and crime.


The site is north of three existing manufactured home phases; Casa Campana, Unit 1, Casa Campana, Unit 2 and Casa Campana, Unit 3.


For the most part Casa Campana is an age-restricted community.


Carol Candler said the new homes will affect her by bringing in more traffic.


"I’ve here for almost two years," she said. "I was told at the time the property will never be developed because it is in a flood plain. That’s the reason why I bought it."


She also asked if the new homes will be restricted to those 55 years and older. If not, she said she opposes the development.


Edwina McCombs lives in the Casa Campana phase that allows children.


She said children were not the problem but renters that fail to keep up the properties.


The developer is currently investigating whether the new homes will be part of the existing HOA and be age-restricted.


Campana Trails will have vehicle access to 67th Avenue through existing streets, Camino de la Campana and Camino San Zavier.


The developer will devote about 15 percent of the site for open space and will provide pedestrian access to the Skunk Creek Trail.


The property adjoins Skunk Creek on the north and site amenities include a new fence along the open space areas adjoining the creek and two trail heads with shaded benches planned.
